Bellman, a former Cheviot police officer, safety service director and tax commissioner, died Monday at his Cheviot home. He was 88. Mr. Bellman, a lifelong Cheviot resident, was a police officer from 1942 until 1968 and safety service director from 1968 to 1972.

For the next six years, he worked as tax commissioner. He retired in 1978. "He liked politics and would visit each poll during elections," said a daughter, Shirley Kennedy of Bridgetown. Before becoming a police officer, Mr. Bellman was a delivery worker for a bakery, relatives said.

He was a member of the Fraternal Order of Police, the Cheviot Police Association, the Institute of Applied Science and the Republican Club. Also surviving are his wife of 65 years, Helen; three other daughters, Barbara Bellman of Cheviot, Marilyn Bensing of New Coral, a sister, Viola Flaherty of CheviAlbany, al and Kathleen Leonard of Cape ot; 10 grandchildren and nine great-grandchildren. Mass of Christian burial will be 10 a.m. Friday at St. Martin of Tours Church, 3720 St.

Dr. Robert Buten was respected ophthalmologist gist BY NANCY THORSEN The Cincinnati Enquirer Dr. Robert Elroy Buten, a retired ophthalmologist and co-author of several medical-research studies, died Sunday at St. Luke Hospital East after suffering heart problems.

The Fort Thomas native was 71. Dr. Buten, a graduate of St. Thomas anc Highlands high schools in Fort Thomas, served with the U.S. Navy in World War II.

He received his undergraduate and medical degrees from the University of Cincinnati, interned at the former Cincinnati General Hospital and pursued his post-graduate degree in ophthalmology from Harvard Medical School. In 1955, he started private practice from a York Street office in Newport. Dr. Buten was on the medical staffs of St. Luke, St.

Elizabeth, University, Children's and Bethesda hospitals. Since 1967, Dr. Buten taught ophthalmology at University of Cincinnati College of Medicine. Dr. Buten and his second wife of 23 years, Mary Catherine Dickman Visse, retired together in August 1991.

"His patients were disappointed when he retired," said his daughter-in-law, Robyn Buten of Fort Thomas. "He took a lot of time with his patients. He was from the old school." Once retired, Dr. Buten spent hours editing many video- and audiotapes from his children's early years as gifts for his children. He also researched his family's genealogy from Germany, along with photographs, for his children.

He enjoyed several trips and boating with his family. In addition to his wife, Dr. Buten is survived by four sons, James and Richard of Fort Thomas and Robert and John of Cold Spring; a daughter, Mary Ann Cottrell of Florence; three stepsons, J. Michael Visse of Louisville, Mark A. Visse of Pensacola, and John D.

Visse of Okeana, Ohio; two stepdaughters, Kim Visse Cruze of Cincinnati and Mary P. Vissing Turley of Spring, Texas; and 24 grandchildren. He was preceded in death by his first wife, Agnes Marie Ruprecht Buten. Visitation is 9:30 a.m. to noon today at Muehlenkamp Erschell Funeral Home in Fort Thomas.

Mass of Christian burial is 12:30 p.m. today at St. Catherine of Siena Church in Fort Thomas. Burial will be in St. Stephen Cemetery in Fort Thomas.

Buten Dr. Buten The Rev. Ira M. Tibbs, a World War II veteran who served as a Church of God minister for more than 40 years, died Sunday at the VA Medical Center. The Newtonsville, Ohio, resident was 73.

A native of Hazel Green, the Rev. Tibbs led churches in Pomeroy, Ohio, and Wooster, Ohio, and last served in San Bernardino, Calif. Known for his work with youth, he helped organize several new churches during his ministry. While in the Navy, he was stationed at Pearl Harbor but was at sea when the Japanese attacked in 1941. Surviving are his wife of 55 years, Dorothy; a daughter, Margaret Erdmann of Newtonsville; three sons, Marvin Tibbs of Miami, Larry Tibbs of West Palm Beach, and Douglas Tibbs of Goshen; two brothers, Lester and Victor Tibbs, of Columbus; five sisters, and six grandchildren.
